Lit Review... Help!

i have to write a lit review for my final year project on a new European and EU agreement which has implications for education. I have absolutely no clue where or how to start... does anyone have any advice? Finding the info. is fine, I can do that.... I just don't have the foggiest what to do next :(

how the review going for you so far?

im getting the title tomorro of one i have to do for january.
think its 8000 words which is incredibly daunting.
