Standard downlighters versus the blower-door test

    So, with the arrival of the Building Energy Rating a significant component is the air tightness of the structure and this can seemingly be either measured or calculated.

    So, would it be true to say that standard downlighters, which are not room-sealed and break into the attic space, would decrease the results of a blower door test but not a calculated result as they aren't taken into consideration?

    I'm making an assumption here that the attic space is only insulated between the rafters and the soffit vents are ventilating the entire attic space.
