The Fetes Du Bayonne Or De Bayonne... Nearly a million people crowd into a town center and get... well... faceless. everyone drinks Sangria out of goatskins on their waists and because Bayonne is so close to the border, everyone goes to spain for cheap booze.

Karneval in Cologne! Over 1 million people pack the streets of Cologne, all dressed up in some of the weirdest costumes imaginable. Loads of cheep beer (Kölsch ftw!) or whatever you may decide to concoct yourself. It starts on the 11th of November (11/11 at 11:11) with a huge street party and ends with a week-long session in February.

I couldn't find any fancy picture like your photo though!
