Just opened a account with TSB after moving from BOI.
Got the atm card last week, set up the online stuff and everything, but just copped they didnt send me a pin number for the atm.

Is this a bank over sight?
Should I head to the local branch and ask whats the story?

Ermm, not sure that has to do with it..but anyway, OP - it's normally a few days apart to minimise the chance of them both being intercepted.
