Brother did a self-build a couple of years ago said he paid 10 grand to the Council for wear and tear. I havent seen any reference to this on CC website. What is this exactly?

Sounds like development contribution charges to me. They vary from county to county.

Is this contribution for new builds only? When do you pay, prior to build or after build?

Yes it applies to new builds only. It is put down as a condition on your planning permission and you are expected to pay it before you build. Obviously if you dont build you dont pay.

As smashey said the rate varies from county to county and I would imagine that they would probably allow you to pay it in installments.

There is also a chance that your brother may have had to pay a bond or a development charge in respect of the local roads. You would need to check his permission to establish if it was a bond or DCS fee.

Search the Council website for "Development Contribution Scheme"

Just to re-iterate, this very much varies from county-to-county - would be really nice to see some figures people have paid for this.

The charges really have escalated in recent times and I've heard some crazy figures bandied about (think Wicklow might be very expensive). As I see it, it's little more than an covert tax..

Roscommon Co, the charge is 5000 euro.

Woah. This is going away off topic.

There was a good suggestion by paulocon to list the rates of development contributions so I will start a new thread about this and people can post up the rates as they know them for their respective counties.
