Converting to EPS?

Howdy all, Hopefully this is the right forum. I need to change a .jpeg file into an eps vector file. Not sure which program I need for this but does anyone have it and fancy doing me a favour? It's for a T shirt print design and they need .eps to give me a final quote. Thanks!

you could import the image into something like Illustrator and export it as eps. Providing you have Illustrator that is..
