Contact a solicitor or the Financial Regulator.

Is it a current account or a credit card account?

It seems standard practice to temporarily hold any customer assets (inc. other accounts) at the bank when they become a credit risk / have a bad debt. I would say your contract 'rubbish' probably contains authorisation to this effect.

Seems after contacting Irish Financial Services Regulatory Authority that this is standard practice and they are well within there right.. After 12 years with them I closed my account.. this was the only time my account feel into arrears due to time in hospital..really pissed me off no end.

It is typical practice of TSB I am afraid, they are well known for their no holds barred approach to debt collection.

To be fair, all banks can be pretty ruthless in getting their money. I believe that sub-prime lenders are worse as they have less security (and more troublesome customers).
