    Is there a command line capability in OS X, similar to DOS in Windows?

    Applications -> Utilities -> Terminal

    Go to Applications, then find the Utilities sub-directory. In there you'll find Terminal. This will give you a command line but the default shell is bash which isn't DOS like. As you're looking at Unix underpinnings for OS X the command line variants are shells that you'll find in Linux, BSD or Unix.
