Carburetor flooded?

    Hi All, i was working on my scooter yesterday trying to replace the exhaust on it, i turned it over on its side to work on the underside of it. After a while i noticed it was leaking a bit of petrol onto the ground so i lifted it back up immediately. However about 20 minutes later when i tried to start it, it failed to, battery is definitely fine but do you think it could be the carburetor? How long does it usually take to drain as i went back to it 3 hours later and still no joy :( Any help, as always, appreciated!

    plug out cleaned
    fuel tap to off
    open drain on bottom of float bowl on carb
    close drain
    plug in
    tap open
    press starter
    pretend to be on a hairdryer
