    Try The GIMP or Paint.net.

The GIMP is a fantastic tool but Photoshop users often find the interface confusing. Thankfully there is a GIMP hack called GIMPshop that aims to make the GIMP interface more similar to Photoshop :)

    See Wikipedia for more

Also there was a new version of "the gimp" released in the last few days.
Best new feature: Resaving jpg's with original compression settings.

Or Photoshop Elements offers most of what CS3 can do at a fraction of the price. Still not free, though.

I don't know if anyone actually uses the gimpshop version of the GIMP. (Well of course, someone must, but I don't think it's very mainstream.) If you really want/need Photoshop-style masks/layers/curves/filters etc, the GIMP is very good free alternative but if you don't really need all that complexity there are probably better options...

Picasa is surprisingly effective - often my RAW files just get a crop, (a straighten), a little boost on the Shadow slider and a hit on the sharpen button, or even just a batch "I'm feeling lucky".

As well as PAINT.NET, you might check out Faststone Image Viewer and Irfanview.

Just use Picassa. You can get a lot done with this free tool.
It's a joy to use and then once you are confident go onto PS elements.

    Dreamweaver doesn't edit images.
If you have Fireworks bundled with it, it will open an image in this to be edited. And both cost €€€.
