im having a really hard time trying to figure out the name of this movie,

vague description->

two teenage girls, (one ran away from home), were all wholesome n ****e, then because of mothers negligence, both pressure each other into drugs, alcohol, sex, piercings (generally not so great behavior). its not that recent, maybe 15-20 years old. ive never seen the end of this movie, and its still buggin me.
