    Sounds like the account you're logged in with isn't in the Administrator group on the pc. Are there other users on the pc?

    Try CTRL+SHIFT+ESC this usually brings up task manager.

    What version of windows are you using?

    Try Start -> Run -> Type taskmgr -> OK

    or

    My Computer -> C:\ -> Windows -> System32 -> tskmgr.exe

    Is this your own pc or a managed PC such as work/school/college?

    Or have you recently played with GPEDIT? or SECEDIT?

    Are you a member of the local admins group

    If you do the following

    Right click on My Computer
    Click Manage
    Select Users And Groups
    Click Groups
    Double Click Administrators
    See if the person you log in is there

    As you dont know what gpedit is (policy editor that allows you to see certain configs for users etc) did you use another tool to modify your windows configuration to say turn off certain features etc?

    Try running siw.exe you will need to download it but it should do everything task manager will do and more.
