Sky or FTA?

I'm asking this on behalf of a friend. Maritana Gate apartment complex in Waterford has a communal satellite setup for all apartments. Each apartment has two feeds, labelled "Sat 1" and "Sat 2". I have two questions, if anybody can help please.

1. Assuming the occupant is interested in FTA channels only, would there be any benefit in using a non-Sky STB rather than Sky Digibox? In other words, are there any FTA channels that are not in the Sky EPG, but are on 28.2°E and so could be watched on the non-Sky STB?

2. Since there seem to be two satellite feeds into the apartment, could the occupant obtain a second hand Sky+ box and then request a "second hand contract" viewing card / subscription from Sky (no equipment), and available of Sky+ facilities?

1. Nothing much not on the EPG. There is all the BBC and ITV channels to begin with.

2. I did very similar when I lived there. Sky+ will work perfectly.
