i found a website saying

Many UK customers who use Paypal will know there are times where vague communication through email is not able to help you progress.

It can be very hard to find the telephone number for Paypal to speak to someone in person.

I have two numbers for PayPal 1-888-2211161 and 1890 943220. The 1890 number is for PayPal Ireland. I used it twice when I had problems with my account and found them most helpful. They have strange opening hours if I remember correctly - either just mornings or afternoons.
