vague diagnosis

i went to the doctor the other day with a particular problem. i found a lump i thought might be a wart you know where. the doctor seemed to think that it was, then he said he saw more of them, then later that he couldn't give me a definitive answer either way. suitably confused, i then received a prescription for said possible warts totalling over 120 euro. all this for a vague diagnosis. had a smear test since and nurse could see no wart, just what she said looked like a cyst. i'm so confused, sore and now quite broke. is it normal to prescribe expensive medicines without being 100% sure of the condition?
