some forums(or fora if you're that way inclined) are private. you have to be a subscriber/moderator to access some and for others you just have to ask for access. Feedback or helpdesk(under sys) are the best places to ask/look for more info

You can only see them if you are a subscriber or certain forums are restricted to certain groups.

Seriously though, some are private, some are only accessable to mods, some are only accessable to subscribers.

Most of the 900 or so forums are available to all members.
