Maximum Rent Increase

I heard from a friend that a landlord is only allowed to raise rent by a maximum of 5% per rent review. I tried to find this clause in the 2004 Residential Tenancies Act but was unsuccessful (no suprise because the Act is like a jungle). Is anyone familiar with this or is it just an urban legend?

The landlord cannot set the rent above the "market rent". (s 19) Nothing about "5%" / fixed proportions.

A rent review can take place more frequently than once every 12 months. (s 20)
