Best pc monitoring software

Someone has asked me what the best software would be to monitor their 8 yr. olds net useage - and i suppose control what can be surfed as well. As i have never had occassion to check any of these out, which one is the best from the point of view of ease of use, and best control features??

Net Nanny has been around for a while. Never used it though.
