Snagging Without Electricty

    Hi,
    I bought a new house and got served with 14 day closure notice last week. The builder is threatening to charge a percentage from this Friday on.

    Electricity is not connected yet and I still have to snag. I refuse to snag without electricity.

    I thought they can only sever 14 day notice when the house is liveable and that includes the esb connected. I would also expect they snag to be a fairly long list so could take a week or two.

    I was originally told October for closing but suddenly out of the blue I am served with notice.

    ANy suggestions on how to legitimately delay the closing etc...

    Muffler might not agree with me but personally, I would tell the builder where he could go. Tell him to get the electricity connected and you will move swiftly after that.

    decbuck you are right to refuse to have any snagging done till the power is on. Loads of things can be affected without the power.

    I agree with smashey to a point - if it were me on a bad day I'd tell the builder to go make love to himself but what you need to keep in mind is the legalities of all of this as it will be covered by a contract.

    We dont do legal advice here but what I would suggest is that you have a talk (sooner rather than later) with your solicitor and be guided by them. Im sure they will know how to point out certain matters to the builder/developer.

    OP, at the very least, ensure you get hold of the certificate for the wiring in the house.
    AFAIK the ESB will not connect u up without seeing this 'RECI approved' cert.

    As pointed out by Muffler check it out with ur lawyer.

    On the snag list, prior to the current downturn, there was much evidence of builders ignoring snag lists and forcing people to either close or walk away without doing the snaglist. It happened to our daughter last April.

    Whether that still happens I dont know but dont be surprised if he plays hardball on the snaglist.

    this happened to my brother only a month ago when he was moving into his apartment out in finglas.

    basically he had to snag with ESB or running water (plumbing), the builder told him to do the snag as normal and when the ESB and water is connected he will get another chance to check them.

    everything worked out ok, but if im honest it was strange when i first heard it too.

    The electrical installation is not complete until the ESB is permanently connected, the electrical contractor has connected the installation & done his post connection tests.

    If the builder is saying the job is complete then insist on the consumers copy of the electrical installation cert. They are obliged to issue it in compliance of the ETCI regulations

    To everyone purchasing a house / appt - do not do your snaglist until the house
    Is totally ready to snag. e.g. Electricity , gas, water, kitchen, plumbing ALL IN PLACE AND OPERATING!! I snag houses for a living and would not snag for a client until all things are operational. Would you buy a car with the engine missing? - didn't think so!

    Thats all very fine except where as the original OP pointed out the gun is to his head to close without the esb being connected.
