As per the thread title? How would somebody go about applying for free legal aid?

If it is a criminal case, ask a solicitor on the criminal legal aid panel to make the application to the judge. If the judge is satisfied that the defendant can't afford a solicitor and is at risk of imprisonment, legal aid will be granted.
If it is a civil case an application must be made to a legal aid centre office who will decide whether they will allow legal aid.
