    Hopefully I can explain this properly.
    I want to make a large print with the main image being composed of smaller thumbnails of other images.
    So when you look at it from a distance it looks like something but when you get up close you can see the individual images.

    I think I've seen tools that will do it for you but I can't recall where I saw them.
    When I search for collage I just come up with your standard collage maker, ie. a few photos spread out.

    Perhaps there's a photoshop plugin or a standalone program.

    Sounds like you are trying to create a photo mosaic. There are a number of free programs that will create a photo mosaic by loading in the final image and a folder containing sample images. I've used one in the past but the name of it isn't coming to me now. If you do a google search for "photo mosaic programs" you should find a selection there.
