I actually haven't managed to find any cheap but decent 14" portables. Most low end CRTs and LCDs seem to be dire. Thankfully I won't be watching it so I don't care. We have a 14"/VCR combi at the moment. But when you sit in on a DVD its too high for the space. (hard to get a DVD that will take the weight of a TV even a portable) . The idea is to move that to another room and replace it with a DVD/Combi. Not a demanding viewer, so no point spending much on it.

It's CRT, it's 14" that about sums it up!! Why would anyone want to buy this? It's a good way for manufacturers to use up CRT tubes. Just by adding a DVD player, they can charge a lot for old technology.

Because cheap LCDs are at least twice the price and the IQ is woeful.

There's a 15" LCD TV for sale in Argos for €155, and they have a mini-sized DVD player for about €28. So you could get today's technology for an extra €74. :)

Just because its new doesn't mean it better. Most of the cheap LCDs I've seen are like listening to music in low bitrate. Some people don't mind looking at LCD at the wrong res, bugs me.
