Yes you do need a licence but there not hard to get and are rather cheap compared to beer and spirits! It costs a few hundred euro a year! As far as I know there are applied for from Dublin Castle no??

I think it might depend on how much you sell. If you sell only a little, you can class it as a hobby. You are not subject to tax and don't technically need a license.

You can also cell the wine as a collectable rather than a consumable.
