questioning recruitment decision

Ok so I went for a job at a regional I.T, and got a letter back today to tell me I have been placed on the panel, but very low!

I have plenty of experience of this particular type of job, more experience and qualifications than they specified on the job description, though I don't think I am in any *overqualified*.

Is there anything I can find out about why I have been placed so low, or any way of questioning the decision?

I doubt very much so. No harm in ringing them, though, but don't expect to be told much.
