Managing CPU processing power

We have a Xeon server here running an ERP system and I want users to be given a certain set amount of CPU time. Sometimes if there are less users on the system they should be able to take available slots from other non-active users. Then if the non-active users become active they can take their slice back.

What solution is available for this?

This should be moved to the windows section, you should get more opinions from there.

I've no idea how your ERP system works but if it is some kind of terminal services based thing then this sounds like a job for Citrix. If its some uber client server thing like SAP then I dunno :)

It's similiar to SAP. It's Navision. It has a SQL database. I think it may be more a SQL issue than ERP.
