Frustrated at how poor the smartvision cable service is in our apartment development, and I'm curious to know which regulatory body they might answer to? I guess not Comreg, but I assume there must be a relevant body?

    sadly not.

just off phone to comreg. since the deregulation of digital tv in 2003, they basically have to answer to no-one.
if it was a telephone or broadband problem, comreg could help, but even though the tv service is carried over the phonelines there is nothing to be done.

all comreg could advise was to lodge a formal complaint in writing to smart

Have you tried looking for help on the Smart Vision forum:
    http://support.smarttelecom.ie/forums/forumdisplay.php?f=11

The staff there seem to be very helpful.

I just got Smart Vision hooked up yesterday, TV seems to be fine (touch wood), what sort of problems are you having?
