At what point are goods liable to import duty?

I'm thinking of buying something from the states costing e150, I suspect this would be liable to import duty. Can anyone tell me what I'd likely have to pay on e150, and at what value do goods become liable to paying import duty.

    Thanks

Anything coming from outside the EU over the value of €40 (I believe) are liable to 21% vat and 3% import tax. The shipping is also liable.

The excise duty varies from 0% to 13.5% depening on the goods. there will also be a handling fee which varies from delivery agent to delivery agent.
