I presume it's in another country!

use a degreaser. like tar and glue remover

Maybe a damp cloth and some hard elbow grease might do the trick. Some petrol on the cloth might get it off but I'd be afraid it would damage the paint work.

Tom Mc will have the answer. Is it just gone hard on the paint or as it gone into the paint staining it?
If it's just crud on the surface then a tar remover followed by a car wax to restore paint protection.
I would get a "cleaner wax" like Zymol or Meguars to clean the area too.

I just Googled this and see a posting on another forum suggesting WD-40, but will have to try it this weekend to see if it works.
