M7 J17 Southbound Slip road

What the dealy with the slip road heading off the M7 onto the N8 at portlaoise? Why is the roundabout bypass lane closed? I don't recall if it was ever open. Is there any reason as to why it is closed?

Think this was on here a while back. Something to do with a farmer not being granted alternate access so it was closed.
