pay as you go refuse collection????????

i was searching for some refuse collection people but so far Laois county council don't collect it as far as i understood. i also don't want to pay monthly bases or weekly would be lot better if there is option for pas as you go type companies to collect refuse. any one any idea? forget to tell u property is in Portlaoise…
