It'd probably be cheaper to buy in America, at least it is in most other European countries.

Don't think so. As long as the recipent is over the legal age I think its okay. It would cost a fortune though. They would be better off ordering it online if they can't find it where they are staying...

I do it all the time - It is illegal to post it to some states, such as Texas. Most states it's fine, though. They may be libel for duty on the bottle, though. And, An Post officially don't post liquids, so... An Post have also doubled their postage charges recently, so it could cost you a bit to post, probably more than the cost of the bottle itself.

He would be better off ordering it from the Celtic Whiskey Shop, as shipping would be much cheaper and he would not have to pay the VAT, because he's outside the EU.

I buy alcohol from the German eBay site quite alot and it comes in the post no problems at all. Just wrap it up well in bubble wrap so the bottle doesn't shatter.

I believe it's now illegal to post liquids. Alcoholic or not.
I tried to order some Cologne from the states, and they wouldn't ship it to me, for that reason.

I'm not sure that that is the case. I get whiskey shipped from the U.S. a lot and it is checked by customs - I know because I often have to pay the duty on the alcohol.

I think some carriers, such as Fedex, will not carry liquids. And maybe some states will not allow liquids to be posted, But usually it's ok.
