Who to complain to when a rented property is unfit for dwelling

    I'm looking at properties to rent/lease right now. Before I get into it I'd like to know who I can make official complaints to about dwellings which are not fit for habitation?

    Last time I searched for accomodation to rent I say some real beauties and i'd love to have made a complaint to somone about them before the landlords wasted anyone elses time or worse nabbed some poor unsuspecting foreigner or something for their hard earned cash.

    Council housing department is probably your best bet.
