    as per the wikipedia article
Phase 2 of the Arklow Project is currently being developed in partnership with ACCIONA Energía (formerly EHN) of Spain. The development, which consists of a further 193 turbines, seems to be taking a very long time to get started. Airtricity seems to be concentrating on onshore wind and has complained that offshore wind does not receive the same subsidies as land-based wind farms.

has it been put on hold because of subsidies ?

There are a nimber of reasons for this but more than likely the main one has got to do with costs.

Off-shore wind power has higher costs to make companies put money into it when there are load's of On-shore site waiting to be developed.

Also you have got to take into account turbine availability. You can not buy a wind turbine at the moment. All the big manufactures have their books full for the next few years at least.

There is also a lot of fear when it comes to Off shore and this isn't helped with Vestas (the largest manufactuer of turbines) HUGE problems with there offshore turbines at the moment. From what I hear they have actually stopped selling off shore turbines.

From what I have heard and read, Vestas are having to replace all the gearboxes in a 30 turbine site in the UK and also all the Nacelles in anther site in Denmark. They also have a paint problem with another site in Denmark.

With them pulling out it only leaves two of the main players in the off shore game. GE and Siemens. Siemens (formally Bonus) have an excellent track record in offshore. They have recently put there largest wind turbine into mass production the 3.6MW. As little is know of this turbine soem comapnies will first wait and see how it does on its first big project at Burbo Banks in the UK. But having said that it appears that if you wanted to buy on tomorrow it will be 2011 before you can get one.

I dont know what GEs plan are for the off shore market. These are the ones that are already up in the arklow bank. But my thinking is that if they were any good airtricity would have put up more by now or maybe they are just waiting to see how good they will be.

There was a story about 2 RE Power 5 MW turbines being put up in the North Sea to power two oils platforms but I haven't heards anything since on this project
