Moldovan friend looking for a visa.

    A friend of mine is currently studying English here, he has a part time job and bills in his name. He even has a safe pass. Last night he told me that he is working illegally and would like to get a proper visa so that he could start to work above the counter and start a computing course. He asked me for help. I have no clue about the law, but I do know of a few people that work here on a student visa so I advised him to get one of those. He said that they cost €3000 and wasn't prepared to spend that amount. So he asked if I could go and make inquiries about how to get a visa. I thought that I would try here first.

    From what I understand now he is here illegally and if he applied now he wouldn't get a visa because he was working illegally. If he had gotten a student visa from the start he would have been fine.

    Am I right?
    What legal options does he have?
