    Could someone recommend me a romantic restaurant in Paris, close to the Champs Elysees.

    Probably not exactly what you are looking for, but around Rue Mouffetard has loads of amazing restaurants. As its in the Latin Quarter they tend to be a bit cheaper than around the Champs Elysees. Le Jardin d’Artemis was where I had a great romantic meal with my girlfriend. Its a nice lively area to wander around as well. There's a short review here, and plenty more on the web.

    Around there is a bit like Temple Bar, but without the extreme drunkeness, junkies, stag/hen parties, and threat of random violence.

    If you are really looking to splash out in Paris, I heard the Maison Blanche is the place to go. Its meant to be great food and a good view of the Eiffel Tower at night. Unfortunately its also meant to be posh and expensive.

    It doesn't get much more romantic than a restaurant in the Eiffel Tower.
    Le Jules Verne. You probably need a remortgage and to book months and months in advance but if it was for something special like a proposal(!) than I suppose it's worth it. Not that I've ever been in it mind but it does have a Michelin star.
    I can't remember if the Eiffel Tower is near the Champs Elysée. Probably not.

    You haven't mentioned a budget and are looking for an address in one of the most expensive places in the world (IMHO) to eat so I won't list the cheap places.

    Now IMHO it's better to go to a cheaper place that isn't by the Champs which may be more romantic and spend the spare cash on a taxi.
