Ressurecting a redundant degree

A friend of mine graduated with a degree in Electrical and Electronic Engineering around the year 2000, but decided to take a year off before looking for a job.

Unfortunately, during that year the dot com bubble burst and tech jobs were at a premium.

Anyway, is there any way he can get use out of this degree today, he is willing to take up study again.

I suppose I am just looking for any sound career guidance advice on his behalf.
