Need help idetifying this. please.

I have no idea what this was used for, or any background information on it. it was litterally handed to me and they said, 'what is it?' and walked away. i would very much appreciate the help.

I first thought that it might be some kind of sewing device, but that was a wild assumption so i decided to try and look at what culture it might have come from. my ideas were african ( I know still very vague), not european or from north asia. i have high doubts that it could come from east of south asia. Then I thought that it might have come form a culture from some pacific island.

As you can see I still haven't narrowed it down much. so if you have anything that would help I would greatly apprecciate it.

If I was to guess....it looks like a weaving tool...

I'd agree; it looks like something for manipulating twine of some sort. Could be anything from making lobster pots to making holes for a shuttle on a loom.
