I would have thought utg can raise. His raise is 15k and sb raise is 24k so its not an under raise

Depends whether or not the house rule is that the minimum bet must be atleast the size of the last raise, or atleast the size of the last bet. If they rule that it's at least the size of the last raise then it is not an under-raise.

this imo seems to be the most commonly used one (which i think is wrong btw)

In Ireland and England it's usually double the last bet.
Internationally it's double the last raise.

Its An Under Bet dave its always Double the Total bet including the Blind which must be 50K , This comes up the whole time but i would rule in favour of The Under Raise in this Particular situation ...

The problem that people see here is that they say the raise was 15k so is it not a raise of 30k

But it is Double the original Bet not double the raise so it must be Double the 25k to 50k so that a Re Raise Can Occur Not 49k......

Same thing if u say raise to 25k total with blinds @ 5k 10k , what must the next bet be
if someone says raise agian yep 50k

I was the villain in this hand and I think there are 2 important things to learn from it:

    1) Rules are not universal. It is imcumbant on the player to know what rules are in effect in each venue. In this particular case, the TD announced at the beginning of the tourney that the minimum raise rule was different in this tourney than it is in most other local tournaments, and more in tune with the rest of the world. This doesn't make the rule right or wrong, just what applied to this tourney.

    2) Knowing the rules can be an edge. I knew the rule, knew the size of the BBs stack, and chose 25000 (vs 30000) for the specific reason that a likely jam by the BB would reopen the raising to me so I could make an isolation play. Which worked perfectly (except for the BB sucking out :) )
