If you're in Ireland then there's actually no way to get money into your Paypal account at all. You can use a credit card to finance a transaction, but you can't transfer money into Paypal from it. So unless you can transfer the money out of Neteller to your credit card (first to bank account and then pay onto the card maybe) there's no way to even use that money to buy with Paypal.
