    Ireland will have 12 (currently 13) seats in the European Parliament.

    Constituencies must have 3 to 5 seats.

    a+b+c+d=12
    2.999 < a > 5.01
    2.999 < b > 5.01
    2.999 < c > 5.01
    either 2.999 < d > 5.01 or d = 0

    Are the only possible combinations of seats:
    5/4/3
    4/4/4
    3/3/3/3 ?

    Assuming the constraints are as you say, then yes, these are the only solutions.
