For budget, The D&D Inn on the Koh San road. (That's the street where nearly every backpacker in Bangkok hangs out)

Swimming pool on roof with views of whole city.

Just looked it up. it's €8 per person in a double room or 11 per person for a single.

You may have to book in advance.

However, if you want flash, you can get 5 star accommodation in Bangkok for the price of 2 star here. €50/60 would get you serious luxury.

If you want to stay in the Siam end of the city, you can't beat Suk 11 - great location, spotless rooms and a fabulous breakfast. We've been in Bangkok many times and it offers the best value for money we've come across.
