I am having no luck so far trying to find a forum software that allows you to set users or groups as category admins - with the ability to add/delete forums in that category, change the skin etc. Anyone come across something like this before?

phpBB3 will get you close. It's fairly highly customisable with regard to permissions, but skin changing and all that you're going to have to hack it up I'd imagine.

SomethingAwful.com have spent a lot of money hacking up vBulletin to do that.

SMF will allow users to select a theme that they want to use instead of the standard one!
