From the US you will have a major problem playing let alone creating an account. Get someone here to create it for you perhaps, but I dont know of any sites which are willing to wilfully thumb their noses at the Feds since they boarded some planes and dragged off a few CEO's of sites that did.

If you particularly wanted an Irish one for some reason then Boylepoker will work depending on what state you are in, Microgaming has prohibited their network partners from accepting players from the 11 states with state laws on online gambling.

Obviously pokerstars, fulltilt, ultimatebet / absolute, bodog are the biggest sites which still accept yanks. Here's a list of total sites taking American based players:

    7sultanspoker - 11 state ban
    Allinpoker
AmericasCardroom May 2 - Bought out by Bookmaker.com which accepts US players.
    Aceflush Poker
Alamo Poker - Working on business with new software provider for US customers
Bugsysclub - Open and one of the last places to have software for poker on linux.
    BetedPoker
BetUS Poker - On the Cake Network
    Cake Poker
Captain Cook - 11 state ban
Carbon Poker - Skin of poker.com and will continue to accept US players
Crazy Poker - 11 state ban
Century Poker - Took over Golden Palace poker player database when they closed.
Colosseum Poker - 11 state ban
Dream Poker - May 25 - Banning US players on May 31st.
Dobrosoft - Bought by Digital Gaming Network. Many Ongame and Futurebet sites listed with them.
Doylesroom - Feb. 19 Officially cut off all US players. They are redirecting players to nouspokerroom.com for more info.
    EuroLinx - 11 state ban
FullContact Poker - Back up and running for US players after a month downtime for software change.
FutureBet Network - This network has switched to Digital Gaming Network. Here is the list of Futurebet poker rooms.
    Gamesgrid - email verification
GamingClub Poker - 11 state ban
    GoldenTigerPoker - 11 state ban
    GoldenRiviera - 11 state ban
    Interchamps
    Intertops
    Jungle Poker
Microgaming - They are a brand network but everything will stay open with 11 state restrictions.
    NakedPoker
    OkUSApoker (Jungle poker skin)
    PharaohsPokerPalace
PitbullPoker - verified through email support
    Poker4Ever
PokerHost - verified through live support and switching software providers to Microgaming (11 state ban)
Poker Metro - 11 state ban
Poker Rewards - 11 state ban
Poker Share - 11 state ban
PokerSyndicate - now on Digital gaming network
Poker Time - 11 state ban
    PokerWorld
    Poker333 - 11 state ban
Prima- Network of sites bought by Microgaming. Some sites are accepting players but with 11 state ban.
    Red Star Poker
Royal Card Club - Accepting from 39 states and is part of the Prima Network
Royal Vegas Poker - 11 state ban
SportsInteraction - US players now playing at Microgaming software while non-US are at iPoker software
Sportsbook.com - New poker software opened on Nov. 24th for US players.
    StanleyVippoker.com
    StraightFlush

    Tradesports
Trident Poker - 11 state ban
    True Poker

    those states are

Michigan, Illinois, Louisiana, Oregon, Wisconsin, Washington, Indiana, Nevada, New York, New Jersey and South Dakota

Full Tilt are based in Ireland. Do you know anything whatsoever about this issue?

They sure are. They employ nearly 200 people in Cherrywood, Loughlinstown and are still recruiting more (www.pocketkingscareers.ie). In fact I don't know of any other poker site who's development team are in Ireland.

I know their lead IT guy quite well. They develop their software here. They are not an "irish or UK site" in my opinion. But please Dave, don't let that stop you taking any opportunity that arises to have a go.
