In the sceal and litir the marks are broken up into

    task 3m
    subject matter 9m
    competence in Irish 48m

Does this mean you can write a sceal and litir not relating to the question at all ,written in perfect Irish and still get 40-48 marks out of 60?

I don't really know tbh but I presume the competence in Irish would include how well you were able to understand the question

An answer (however perfect grammatically) not related to the question would end up being sent to the Supervising Examiner in the SEC for investigation as it would look like you'd answered another paper.

Correctors are instructed to report any such answers. A doubt about a centre could result in all the results for that centre being withheld while the investigation is carried out.
