NTL installation problems - 3rd Floor flat

Just moved into a 3rd floor flat in Ranelagh (Mitchell House)

I had NTL in my previous flat, so gave them a call and checked if it was also available here. They said it was and sent an engineer over, who came a couple of hours ago.

The first thing he did was connect the aerial from the point in the wall to my TV and check if i got an NTL Analogue signal, which i didn't (can only pick up RTE1, RTE2, TV3 and TG4, but my guess is that the terrestrial signal is strong enough that the coax is acting as an aerial and picking them up)

He then looked out the window and noticed that there were NTL bloxes attached to the wall on the ground and 1st floors, but not on the 2nd or 3rd.

He then said that if we could get a cable from our flat down to one of the boxes attached to the wall then they could connect it and we would have NTL, however NTL wouldn't do it themselves.

I just wanted to check, does this sound right? If it is, is it possible to get a private company to come over and run a cable up the wall from the 1st floor to my flat on the 3rd?

    Any help is much appreciated!

    Thanks

NTL engineer not arsed to fix the problem or help in any way, shape or form? Yep, that sounds about right.
I believe they have a two week orientation seminar in passing the buck before they get their little van.

cabling of flats is done by the builders or management group for the building
ntl do not wire into existing properties as they are open to claims they will connect it once the cable has been routed in.

I just talked to the previous tenant and got a bit more info.

He said that when he first moved in he could receive 18 channels (which sounds like analogue NTL) but he requested this to be turned off as he didnt watch TV.

This sounds right, as when the engineer came over he did mention that the coax cable which is there looked like theirs. However the engineer left as soon as he couldn't pick up the analogue signal.

Is it possible for an address to have the the line effectivley turned off?

If it is then it sounds like i need to get analogue installed, and then upgrade to digital once this is done.

    Does that sound about right?
