probably a stupid question but does my computer n/eed an integrated TV tuner to record programs or would a fancy cable do?

Yes it needs a TV tuner, analogue for over the air broadcasts.

Digital for digital over the air broadcasts but those are restricted to a trial in a select area at the moment.

To record from another source like a set top box you connect the output to either the composite or s-video inputs on the tuner.
