What kind of wood is it that they are using as paneling on the outside of apts these days, Teak?. There seems to be quite a bit of variation when it comes to how long it holds it colour. The lad up the road here in D5 built himself a dormo bungalow and used the strips of wood as his facia and they still look very rich in colour even after 2yrs(just oiled, not painted or varnished i think).

There is a variety of wood used. Iroko is often sub'ed in for teak.
Cedar is common due to the fact that it doesn't require treatment. It has natural oils that preserve it. But it will lose its colour this way, this is what you see alot of around the city.
As for your neighbour, a good quaiity treatment will preserve the colour. Danish and teak oils are common, somebody here who uses the stuff regularrly will probably a better treatment.
