Can anyone point me to the legislation or rule that provides that Court proceedings cannot be broadcast?

AFAIK, there is none. Generally, the court is free to make it's own rules and if a judge decided to allow televised proceedings, he is free to do so. (Apart obviously from certain limited cases, family law, etc, which are required to be held in private)

However, judges are extraordinarily protective of the dignity of the courts and I can't see this happening anytime soon.

Just beware, any attempt to covertly record proceedings (eg via mobile phone) would be contempt of court and you can be summarily tried, convicted and imprisoned on the spot.
