Au pairing in the US

My sister is thinking of working as an au pair in the U.S. next year. Has anyone had any experience of this? A quick Google search found a few sites that seem to suggest that it is necessary to au pair through an agency (which apparently cost about $6,000!)? That seems a bit steep. Any advice woud be appreciated.
