    You can only do it in Personal Issues or gay/les/bi afaik

    Well if its for Personal Issues then just log out and you can start a thread there. It can take a while to appear.

    You can't do it to circumvent a ban though.

    You can only do it on fora that have that ability. Just do not log on and post logged out. You can do it in PI, LGB etc.
